ICAO English Level 4 is commonly called Operational level. It means a controller can use aviation English well enough for routine radio communication and many non-routine situations.

1. Why it exists: Pilots and controllers need clear, standard communication when they may not share the same first language.
2. What is tested: Pronunciation, structure, vocabulary, fluency, comprehension and interaction in an aviation context.
3. Not just phraseology: Standard phraseology matters, but controllers also need plain-language ability when a situation is unusual or unclear.

Some employers or authorities may expect a higher level, especially for complex international operations.
